Ebara ET600W Turbo-Molecular Pump Controller 600W ETC04 AS-IS No Acceleration

We are not sure what may be wrong with this unit. Condition:For Parts or Not Working. There are only two screws holding the fan on the rear panel, and these are mismatched.
